Your insurance data should help move freight—not hold it up.
Freight brokers rely on carrier information to decide who is approved, who is delayed, and who is trusted with a load. Highway certification gives brokers a clearer signal that the insurance information behind your operation is accurate, complete, and current.
- Authorization & Certificate Holder
Highway is named as certificate holder on qualifying COIs submitted through the program, creating a direct and accountable flow of insurance information. - Coverage Completeness
Scheduled-auto policies must reflect active coverage with complete VIN-level detail. No partial vehicle schedules and fewer unanswered questions. - Ongoing Policy Communication
Cancellations, non-renewals, and material coverage changes are communicated promptly so broker-facing information does not become stale.
What this can mean for your trucking business.
Certification is more than a badge for our agency. It is a practical advantage for the motor carriers we insure.
Brokers can see the difference.
Your profile can show that your insurance is supported by a Highway Certified Insurance Agency.
Fewer insurance-related delays.
Complete, current data can reduce follow-up requests for missing VINs, corrected COIs, or policy clarification.
A stronger position for the next load.
Verified insurance data gives brokers one less reason to hesitate when your operation is otherwise qualified.
More confidence in your back office.
You have a transportation insurance team that understands how coverage details affect real-world freight opportunities.
“When the agency behind the data holds itself to a higher standard, motor carriers, brokers, and the freight industry all benefit.”

Highway Certified FAQ
Straight answers for motor carriers.
What is Highway?
Highway provides Carrier Identity® solutions used by freight brokers to evaluate carrier identity, insurance, equipment, compliance signals, and other information during carrier onboarding and load decisions.
What is a Highway Certified Insurance Agency?
It is an insurance agency that has committed to defined standards for COI accuracy, complete VIN-level scheduled-auto data, and timely communication of coverage changes.
Does Highway certification cost me anything?
No separate carrier fee is charged for Penn Summit’s certification. The certification is a commitment our agency makes to the standards established for the Highway Certified Network.
Do I need a Highway login?
No carrier login is required to receive the broker-facing benefit. Highway is used by freight brokers, and they can see the insurance information and certification signal associated with your carrier profile.
Will certification guarantee more loads?
No. Safety history, authority, experience, equipment, service record, broker requirements, and many other factors still matter. Certification can reduce insurance-related friction and help your data earn trust faster.
Why is Penn Summit’s Pennsylvania-first designation important?
It reflects Penn Summit’s decision to adopt a higher standard early and bring that competitive advantage to Pennsylvania motor carriers while continuing to serve clients across multiple states.
